HAGERMAN CITY COUNCIL MEETING OF 01-20-2016
CALL TO ORDER
PLEDGE OF ALLEGIANCE
ROLL CALL – Present: Mayor Weir, Councilman Jeffries, Hauser, Bland and Winther.

TREASURER’S REPORT – The bolls for 01-20-2016 totaled $18,341.98. Councilman Hauser asked if the city had received the grant funding from Region IV Dev. to cover Bowler’s invoice. It was confirmed the funds had been received. Councilman Jeffries made the 1st motion to pay the bills as read. Councilman Hauser made the 2nd motion. There was no further discussion. The motion passed.
MINUTES FOR THE MEETING OF 01-06-2016 – Councilman Jeffries made the 1st motion to approve the minutes as written. Councilman Hauser made the 2nd motion. There was no further discussion. The motion passed.
LIBRARY REPORT – Librarian Geri Omohundro was in attendance. She presented the library petty cash report, inventory report, fines and fees report patronage report and computer usage report. The library also received several money donations. Geri is going to call Valley Co-op to get their cost for propane. She purchased a small heater and placed it in the children’s area and it doing a good job.
SUPERINTENDENT REPORT – Superintendent Justin Hilme was present. TSS – up and ph – down. The cost for 517 yd. of gravel would be approximately $6,000.00. That price doesn’t include hauling or grading. He is going to get on other estimates to do the repairs needed on the city gravel roads.
NEW BUSINESS:
J-U-B CONTRACT – Mark Holtzen has previously discussed the proposed contract between J-U-B and the City for the new Wastewater Facility. Several revisions have been completed. All costs are within the projected estimates. The contract is for all J-U-B provided basic services for the project. Councilman
Jeffries made the 1st motion to approve the contract. Councilman Hauser made the 2nd motion. There was no further discussion. The motion passed.
CITY HALL FURNACE REPAIR – The City Hall furnace is not working correctly and the monthly power bill has increased substantially. Justin spoke with a repairman who will be able to do the repairs and keep the cost down. Councilman Bland made the 1st motion to repair the furnace. Councilman Jeffries made the 2nd motion. There was no further discussion. The motion passed.
SENIOR CENTER CATERING PERMIT FOR CASINO NIGHT – The fundraising event is scheduled for Jan. 23rd at the Hagerman Senior Center. The permit fee had not been paid by the time of the council meeting. Councilman Jeffries made the 1st motion to approve the permit upon payment. Councilman Winther made the 2nd motion. There was no further discussion. The motion passed.
AMERICAN LEGION CATERING PERMIT FOR FIREMAN’S CHILI FEED – The Hagerman Fire District will hold their annual chili cook-off on Feb. 20, 2016. Payment was received. Councilman Jeffries made the 1st motion to approve the permit. Councilman Bland made the 2nd motion. There was no further discussion. The motion passed.
POLICE STATION ROOF REPAIR – Councilman Jeffries made the 1st motion to get it done. Councilman Bland made the 2nd motion. There was no further discussion. The motion passed.
STREETS WORKSHOP/RECAP – The city should prioritize the road work. Start on the dirt and gravel roads as soon as possible. Good information was supplied to the city from the Highway District.
CHAMBER OF COMMERCE PARK USE PERMIT – The Chamber of Commerce will be bringing a fireworks show to Hagerman on Friday evening, June 24th. The deposit check has been received. Councilman Jeffries made the 1st motion to approve the permit. Councilman Hauser made the 2nd motion. There was no further discussion. The motion passed.
PLANNING AND ZONING – CONTRACT WITH J-U-B FOR NEW ZONING MAP – Bud Huntley from Hagerman Planning and Zoning was present. He said the city currently has 5 different zoning maps. Councilman Hauser made the 1st motion to approve the contract. Councilman Jeffries made the 2nd motion. There was no further discussion. The motion passed.
2015 AUDIT – Michael Burr was present. The governmental funds are good. The Water Dept. is good. The Sewer Dept. is not good. Water and Sewer are proprietary funds. PERSI and GasB68 are accounts which cannot be reconciled. He had several findings; A. Segregation of duties. B. Create an accounting policy manual. C. There are some outstanding checks which need to be reconciled. D. See his management letter on last page of the audit; some property tax postings are wrong. E. Review the employee policy manual. F. Penalties for 1099’s and W9’s have gone up, get signed W9’s and create a binder for them. He concluded there were no big changes in the accounting. The audit and numbers look good, the money looks good.
OLD BUSINESS:
WASTEWATER FACILITY UPDATE – There are no changes and there was no discussion.

MAYOR’s COMMENT – The Hagerman Business Center donated a new podium to the city.
PUBLIC COMMENT – A citizen spoke in reply to the Planning and Zoning Special Use Permit meeting held on 01-19-20 for a ‘tiny home’. Tiny homes have great appeal to retirees as there is less to clean and maintain, the homeowners can then enjoy other activities in their retirement.
