CALL TO ORDER
PLEDGE OF ALLEGIANCE
ROLL CALL: Mayor Weir – present. Councilman Hauser, Jeffries, Winther and Bland – present.
AGENDA AMENDMENTS: None.
TREASURER’S REPORT: The bills totaled $47,681.41. Councilman Jeffries made the 1 st motion to pay the bills as read. Councilman Winther made the 2 nd motion. There was no further discussion. The motion passed.
MINUTES 12-21- 2016: Councilman Hauser made the 1 st motion to approve the minutes as written. Councilman Bland made the 2 nd motion. There was no further discussion. The motion passed.
MINUTES 1-4- 2017: The meeting was canceled due to snow.
LIBRARY REPORT: Librarian Geri Omohundro was present. Her report is on file at the library.
SUPERINTENDENT REPORT: Superintendent Justin Hulme was present. His report is on file at City Hall.
NEW BUSINESS:
2015-2016 AUDIT/M. BURR: 1.There are new federal guidelines for the Uniform Guide Procurement Policy, these guidelines need to be put in place. Mr. Burr sent a sample guideline to Clerk Mary Moreland’s email. He said to take note of page 53, item 504. The guidelines must be put in place when a city is receiving federal funds. If they are not put in place the city will be in non-compliance at the next audit. 2. Money looks good. 3. Balances look good. 4. Watch for the decision on the Wage and Hour Law.
REGION IV DEVELOPMENT/K. UKER/DRAW DOWN SIGNATURE: Kathy Uker was absent. She emailed the city the forms which needed the mayor’s signature and that was completed.
CITY HALL REMODEL DECISION: Bud Huntley spoke for Hagerman Planning and Zoning. Hagerman will be growing and expanding. The Bike/Walk trails will be built over the next few years. The National Park Service is going to expand and improve Billingsley State Park. The Hagerman Library is looking for room to expand. A remodel on this current building may not be in the best interest of the city at this time. Councilman Jeffries made the 1st motion – do not do the entire building remodel at this time. Do the ADA (American Disabilities Act) remodel as soon as possible. Councilman Hauser made the 2nd motion. There was no further discussion. The motion passed.
L. GUFFY/EASEMENT/SUBDIVISION: Mr. Guffy is using the original plat for the subdivision. The road there, on the 1 st plat paperwork didn’t go through the entire subdivision. For several years, the subdivision used the 2nd plat paperwork, and the road was extended. Now that Mr. Guffy is working off of the original paperwork, he is requesting a letter from the city stating the easement on the road is okay. Councilman Hauser made the 1st motion to approve a letter be written confirming the road’s easement is okay. Councilman Jeffries made the 2nd motion. There was no further discussion. The motion passed.
AMERICAN LEGION CATERING PERMIT/FIRE DEPT. CHILI FEED: The Hagerman Fire Dist. will hold its annual chili dinner at the American Legion Hall on Feb. 25, 2017. The $25.00 for the permit has been paid. Councilman Jeffries made the 1st motion to approve the catering permit. Councilman Winther made the 2nd motion. There was no further discussion. The motion passed.
CHAMBER OF COMMERCE/PARK USE PERMIT/FIREWORKS: The Chamber will be hosting fireworks in the city park on June 23, 2017. The city received the $250.00 deposit check. Councilman Jeffries made the 1st motion to approve the Park Use Permit. Councilman Winther made the 2nd motion. There was no further discussion. The motion passed.
OLD BUSINESS:
WASTEWATER FACILITY UPDATE: Mark Holtzen, JUB, was present. He brought schematics for 2 items; lift station review and collection system piping and also the maintenance shop. Plans and designs are proceeding on schedule. Bids could possibly begin in late March.
SHAW SHOOTING CITY APPEAL UPDATE: Appeals will be presented to the Gooding County Commissioners Monday, February 13, 2017 at 6:00pm. The meeting is open to the public.
