CALL TO ORDER

PLEDGE OF ALLEGIANCE

ROLL CALL: Mayor Weir and Councilman Hauser, Bland and Winther all present. Councilman Jeffries was absent due to illness. Attorney Phil Brown was absent. He had to attend a class.

AGENDA AMENDMENTS: The city received a quote from Anderson Construction for the proposed ADA work to city hall. Mayor Weir would like to add this to the agenda. Councilman Bland made the 1st motion to add this item to the agenda. Councilman Hauser made the 2nd motion. There was no further discussion. The motion passed.

TREASURER’S REPORT: The bills total $18,668.45, they were read into the record by clerk Woods.  Councilman Bland made the 1st motion to pay the bills as read. Councilman Winther made the 2nd motion. There was no further discussion. The motion passed.

MINUTES FOR 01-18- 2017: Councilman Winther made the 1st motion to approve the minutes as written. Councilman Hauser made the 2nd motion. There was no further discussion. The motion passed.

FIRE/QRU REPORT: Chief Tim Peterson was not present. No report is on file.

POLICE REPORT: Sargent Kelby Cornett was present. His report is on file.

SUPERINTENDENT REPORT: Superintendent Justin Hulme was present. His report is on file.

NEW BUSINESS:

SOUTH IDAHO TOURISM PRESENTATION: Melissa Barry was present. South Idaho Tourism has several projects to promote tourism in the Thousand Springs valley. They are working on marketing, research and traveler totals. They are also working with Hagerman Bike/Walk to help promote their project. New signage has been completed and will be installed on the Thousand Springs Byway. (The sign features the Lost River and Ritter Island).

DOG CATCHER DISCUSSION: The city is in need of a person for chasing loose dogs and ordinance enforcement. The city holding kennel also needs to be rebuilt. Funds from dog fines, when enforced, could go toward this project. Mayor Weir will check on several items; budget, insurance and dog carrier prices. Councilman Bland made the 1st motion to TABLE this discussion until the next meeting and more information is available. Councilman Winther made the 2nd motion. There was one more comment, Mr. Robert Bonning volunteered for this part-time job. The motion passed.

SET DATE FOR PERSONNEL MANUAL WORKSHOP: No action. This can wait until Councilman Jeffries is feeling better.

AGENDA AMENDMENT/ANDERSON CONSTRUCTION: Anderson Const. quoted $26,863.00 to do the ADA (American Disabilities Act) work on city hall; “to complete the restroom remodel and sidewalk replacement”. The city did not receive any other quotes. Councilman Bland made the 1st motion to accept this quote and begin the remodel work. Councilman Winther made the 2nd motion. There was no further discussion. The motion passed.

OLD BUSINESS:

WASTEWATER FACILITY UPDATE: Mark Holtzen was not available. A buffer zone will be necessary around part of the new sewer property. Mark will address this at the next meeting.

NEW ZONING MAP: Attorney Phil Brown is writing a new resolution to approve the proposed zoning map. This discussion will continue at the next meeting.

TABLED: Nothing was tabled at the last meeting.

MAYOR’S COMMENT: Mayor Weir is going to make some phone calls to locate sand bags. There will probably be some flooding problems around town when the weather warms up and all of the snow begins to melt.

PUBLIC COMMENT: No comment.

ADJOURN: Councilman Hauser made the 1st motion to adjourn this meeting for the evening. Councilman Winther made the 2nd motion. There was no discussion. The meeting adjourned.
