CALL TO ORDER
PLEDGE OF ALLEGIANCE
ROLL CALL: Present-Mayor Weir, Councilman Jeffries, Hauser, Bland and Winther, Attorney Phil Brown and Deputy Clerk Karen Woods.
AGENDA AMENDMENTS: Councilman Hauser requested an addition to the agenda. Concrete work on the City Hall building was just completed and the mayor and members of the council took a look at the work. They are not happy with some of the work. Councilman Hauser made the 1 st motion to add the concrete work to the agenda. Councilman Jeffries made the 2 nd motion. There was no further discussion. The motion passed.
TREASURER’S REPORT: The bills total $59,674.62. Councilman Jeffries made the 1 st motion to read the bills as read. Councilman Bland made the 2 nd motion. There was no further discussion. The motion passed.
MINUTES FOR 03-01- 2017: Councilman Bland made the 1 st motion to approve the minutes as written. Councilman Winther made the 2 nd motion. There was no further discussion. The motion passed.
LIBRARY REPORT: Librarian Geri Omohundro was present. The library report was read into the record. A copy is available at the library.
NEW BUSINESS
REGION IV DEVELOPMENT/K. UKER/DRAWDOWN – Mayor Weir signed the forms for the drawdown, funds from DEQ and Army Corp of Engineers, to pay a JUB invoice.
PSI REQUEST TO INCREASE THEIR BILLING 2.1% (10 cents) – Councilman Jeffries made the 1 st motion to approve the requested increase. Councilman Bland made the 2 nd motion. There was no further discussion. The motion passed.
HAVE A RESOLUTION WRITTEN FOR THE PSI RATE INCREASE – Councilman Jeffries made the 1 st motion to allow a resolution to be written for the PSI rate increase. Councilman Winther made the 2 nd motion. There was no further discussion. The motion passed.
PLANNING AND ZONING/B. HUNTLEY PRESENT – Mr. Huntley, Chairman of Hagerman Planning and Zoning read a letter (on file) to the mayor and council asking them to get an ordinance written and passed to accept the new proposed zoning map. P & Z and the City have both held their public meetings.
Councilman Hauser made the 1 st motion to do a zoning ordinance adoption at the next meeting. Councilman Winther made the 2 nd motion. There was no further discussion. The motion passed.
JUB ANNEXATION ASSISTANCE – Mark Holtzen, from JUB, was present. No action was taken.
NEW CONCRETE AT CITY HALL – Mayor Weir and Councilman Bland and Jeffries took a look at the new concrete work and noted several concerns. Councilman Winther stated the city should bet a warranty. No action was taken.
OLD BUSINESS
WASTEWATER FACILITY UPDATE – Mark Holtzen was present. The design plans are still going forward; piping, irrigation lines, the lift station, etc. No action was taken.
TABLED
FARMERS MARKET/HAGERMAN VALLEY FOUNDATION – Marguerite Janes was present. The Foundation is planning a farmers market for Sundays, June through October. They are asking for permission to hold the market in the city’s parking lot at the Senior Center. Marguerite submitted a letter to the Mayor and Council, from the Senior Center, which gives them permission to hold the market next to their building.
She also asked for a letter from the city, giving the Foundation this permission to include in her grant application paperwork. Councilman Jeffries made the 1st motion to give the Hagerman Valley Foundation permission to use the parking lot for one year. Councilman Winther made the 2nd motion. There was no further discussion. The motion passed.
MAYOR’S COMMENT – Mayor Weir introduced Frank Erwin, President of the Hagerman Water User’s Association. Hagerman Water User’s is looking into piping the open ditch along the east side of East Ave. from Salmon St. north to Highway 30. The city will not be responsible for any expense. The Water User’s Assoc. will be liable for maintenance, leaks and breakage. Frank isn’t asking for a decision at this time but he is asking the city to add this to the next agenda for discussion and a decision. No action was taken.
