MINUTES 03-01- 2017
CALL TO ORDER
PLEDGE OF ALLEGIANCE
ROLL CALL – Everyone was present; Mayor Weir, Councilman Jeffries, Hauser, Bland and Winther, and Attorney Phil Brown.
AGENDA AMENDMENTS – none.
TREASURER’S REPORT – Councilman Jeffries made the 1st motion to pay the bills as read, in the amount of $16,909.48 which includes an invoice from Steve Bland for downspouts for City Hall. The downspout invoice was for $350.00. The Steve Bland invoice was on the Accounts Payable paperwork but the amount was left off. Councilman Bland made the 2nd motion. There was no further discussion. The motion passed.
MINUTES FOR THE 02-15- 2017 MEETING – Councilman Jeffries made the 1st motion to accept the minutes as written. Councilman Hauser made the 2nd motion. There was no further discussion. The motion passed.
POLICE REPORT – Sargent Cornett was not present until later in the meeting. Mayor Weir read the Police Report. The report is on file.
FIRE/QRU REPORT – Chief Tim Peterson was present. The Fire/QRU report is on file.
SUPERINTENDENT REPORT – Superintendent Justin Hulme was present. His report is on file. The damaged bridge on Valley Rd. Justin thinks the bridge needs to be checked by an engineer before repairs are planned. Justin will also contact The Dept. of Agriculture and the Source Water Protection Committee for flooding and dairy related information.
NEW BUSINESS:
RESOLUTION 2017-01 – There is no resolution at this time. The map and annexing discussion is continued this evening in Old Business.
PSI – PSI is requesting to increase their rates. The proposed increase is 2.1% (10 cents). This discussion will continue at the next council meeting.
CATERING PERMIT –The Hagerman American Legion applied, and paid, for a catering permit for The Cowboy Dance, the evening of March 18 th . Councilman Winther made the 1st motion to approve the Catering Permit for the American Legion. Councilman Jeffries made the 2nd motion. There was no further discussion. The motion passed.
HAGERMAN FOUNDATION FARMER’S MARKET REQUEST – Hagerman I.D.E.A. dba Hagerman Valley Foundation are seeking information and comments in regards to holding a Farmer’s Market during the summer. A letter from the Foundation was presented to the city outlining some of their thoughts and plans. The letter states the market will be held on Sundays but several persons in the audience said they had heard it will open on Saturday. Also, the Foundation would like to use the Senior Center parking lot but do not have a confirmed permission from the Senior Center at this time. Mayor Weir will talk to the Foundation members to verify everything. Councilman Winther made the 1st motion to TABLE this discussion until the next meeting. Councilman Hauser made the 2nd motion. There was no further discussion. The motion passed.
WESTERN STATES GENERATOR MAINTENANCE CONTRACT – The contract is for 2 years to biannually inspect, change oil and maintain the generator. Funds for this are in the budget. Councilman Jeffries made the 1st motion to approve the contract. The 2nd motion was made by Councilman Steve Bland. There was no further discussion. The motion passed.
OLD BUSINESS:
WASTEWATER FACILITY UPDATE – Mark Holtzen was present. Plans for the placement of Lift Station 2 on Valley Rd. still need to be finalized. The lagoon drawings and land application site plans are going well. When all of the plans are completed they will go to all of the funding agencies for review. The plans will be reviewed and get then final approval. The project is a bit behind due to the placement questions of Lift Station 2.
ZONING MAP DISCUSSION – Mayor Weir requested the council’s input regarding property to be annexed into the city. The Mayor would like to do all of the annexing; which will include the sewer project property and out of city utility users. When all of the lands to be annexed are decided upon and the public meetings have been held; the final everything included map will be approved and passed by resolution.
DOG CATCHER – Money wasn’t budgeted for this this fiscal year. Later in the year, when the city budget meetings begin this conversation will be included.
MAYOR’S COMMENTS – Thank you Justin and Mike for all of the good work during the snow and rain. And thank you, Kelby, for our law enforcement.
PUBLIC COMMENT – Mr. L. Halpern has some 9-11 shirts from his brother. He wants to make them available to the fire dept., Senior Center, or somewhere for raffle and fund raising.
MOTION TO GO INTO EXECUTIVE SESSION/67-2345 Subsection C (3): to acquire an interest in real property not owned by a public agency. Councilman Winther made the 1st motion to go into executive session. Councilman Hauser made the 2nd motion. ROLL CALL: Jeffries, Aye; Hauser, Aye; Bland, Aye; Winther, Aye. Motion carried.
The session began at 7:55 p.m. Members present were the Mayor, City Council, City Attorney, City Superintendent, JUB Engineer and Deputy Clerk. Matters discussed were those of property acquisition. No action was taken. Councilman Hauser made the 1st motion to return to the regular session. Councilman Jeffries made the 2nd motion. No further discussion and the motion passed. ROLL CALL: Jeffries, Aye; Bland, Aye; Winther, Aye; Hauser, Aye. Motion passed.
The council returned to regular session at 8:10 p.m.
BACK IN COUNCIL SESSION – Councilman Winther made the 1st motion to purchase the property for Lift Station 2 on Valley Rd. The price is $7,000.00. Councilman Bland made the 2nd motion to purchase the property for $7,000.00. There was no further discussion. The motion passed.
ADJOURN – Councilman Jeffries made the 1 st motion to close the meeting for the evening. Councilman Hauser made the 2nd motion. There was no further discussion, the motion passed.
