MINUTES FOR 05-04-2016

CALL TO ORDER

PLEDGE OF ALLEGIANCE

Roll Call – Mayor Weir, Councilman Jeffries, Winther, Bland and Hauser present.

Agenda Amendments- none

Treasurer’s Report – The bills totaled $44,178.88. Councilman Jeffries made the 1 st motion to pay the bill as read. Councilman Bland made the 2 nd motion. There was no further discussion. The motion passed.

Minutes for 04-20- 2016 – Councilman Jeffries made the 1 st motion to approve the minutes. Councilman Bland made the 2 nd motion. There was no further discussion. The motion passed.

Police Report – Officer Kelby Cornett was present. His report is on file.

Fire/QRU Report – Chief Tim Peterson was present. His report is on file.

Superintendent Report – Superintendent Justin Hulme was present. His report is on file. 1. Justin will get a couple loads of fine gravel to correct the wash boarding on the newly graveled roads. 2. The HYA (Hagerman Youth Assoc.) requested permission to hang a banner on the backstop during baseball season. This discussion will continue at the next meeting. 3. There is money available in the budget to weed and feed in the park. The cost is approximately $650.00. 4. The baseball diamond at the north end of the park will need to be re-leveled and re-seeded. The grass isn’t growing in well and dirt has settled and made the diamond rough and bumpy.

NEW BUSINESS:

Crack in City Hall Floor – It was recommended to fill the crack inside the building. Use a concrete saw outside to cut some drain paths to eliminate the standing water.

Lift Station Choices – 3 types of lift stations are available. J.U.B. will do an engineering report on lift stations and present some plans and recommendations at a future meeting.

Sewer Request Connection – F. Grabher has lots totaling 93% of an acre. He would like to put a percolation field on the property but must have 1 full acre according to the Health Dept. He is requesting the city to allow him use of 7% of a city alley to complete his acre. Councilman Jeffries made the 1 st motion to allow Mr. Grabher to proceed if that is okay with legal counsel. Councilman Winther made the 2 nd motion. There was no further discussion. The motion passed.

Planning and Zoning/New Zoning Map – Planning and Zoning has finished the necessary public meetings, public comment period and published notifications regarding the new zoning map. Bob Bonning (P&Z) read a letter to the council citing P&Z recommendations. The letter is on file. Councilman Jeffries made the 1 st motion to accept the P&Z recommendations for the new map. Councilman Winther made the 2 nd motion. There was no further discussion. The motion passed.

Caribou Conservation Dist. and SRF (State Revolving Fund) – Chris Banks has made a request to the city for a conservation project to piggy back their funding with our wastewater project and the funds the receive from DEQ. Mayor Weir will set up a conference call with all interested parties. After the call a decision will be made.

Hagerman Ave./Broken Pipe/T. Harbison – pipe is broken at the Hillside Sub. And water is pooling on Hagerman Ave. About 100 ft. of pipe needs to be replaced. A citizen has made the offer to purchase the pipe for the project. Councilman Bland made the 1 st motion to TABLE this discussion until the next meeting so Justin can get some pricing for the project. Councilman Jeffries made the 2 nd motion. There was no further discussion. The motion passed.

Splash Pads in the Park – Alan Jay made a presentation and showed a power point about building a splash pad area in the Hagerman City Park. Hagerman I.D.E.A. is going to seek funding for the project. The council is okay with the interested parties moving forward to seek grant funds and persue the project.

OLD BUSINESS

Wastewater Facility Update – Mark Holtzen, J.U.B. was present. Mark gave copies of the revised Wastewater Facilities Plan to the city. Copies will also go to DEQ< USDA< EPA and all interested parties. The Army Corp. of Engineers awarded the city 1.3 million dollars. These funds will go toward the lift stations repair and replacement.

Water Connection Hook Up – The City Code and the city application to purchase a new connection do not match. Councilman Bland made the 1 st motion to remove #6 from the Code 8-1- 2 to 8-1- 4. Councilman Jeffries made the 2 nd motion. There was no further discussion. The motion passed.
