MINUTES FOR 04-20-2016

CALL TO ORDER

PLEDGE OF ALLEGIANCE

ROLL CALL:  Present – Mayor Weir and Councilman Jeffries, Hauser, Bland and Jeffries.

AGENDA AMENDMENTS: none

TREASURER’S REPORT:  The bills totaled $18,562.20. Councilman Jeffries made the 1 st motion to pay the bills as read. Councilman Winther made the 2 nd motion. There was no further discussion. The motion passed.

MINUTES FOR THE MEETING OF 03-16-2016: Councilman Jeffries made the 1st motion to approve the minutes as written. Councilman Hauser made the 2nd motion. There was no further discussion. The motion passed.

POLICE REPORT: none

FIRE/QRU REPORT: none

SUPERINTENDENT REPORT:  Superintendent Justin Hulme was present. The gravel roads repairs are completed. The Fire Dept. helped with the watering. The magnesium chloride has put down. 6 blocks of $th Street wasn’t completed, the mag chloride ran out. ! ½ trees were removed from the park. An area was prepared for Arbor Day planting.

A: CONCRETE SAW – Justin researched prices to purchase a concrete saw. He has money in his budget. A saw can be purchased from J & J, it will cost approximately $1,250.00. A saw rental runs about $350.00 for each rental Councilman Bland made the 1 st motion to purchase the saw. Councilman Jeffries made the 2 nd motion. There was no further discussion. The motion passed.

B: PART TIME HIRE – Justin spoke with Jordan and he’s available to work beginning May 1 st . He will work 4 days a week through the summer. Justin budgeted for this. Consider him an on call employee. He can take the city truck home. He cannot use it for personal use and it must be kept clean. Councilman Winther made the 1 st motion to hire the part-time person through the summer. Councilman Jeffries made the 2 nd motion. There was no further discussion. The motion passed.

PARK USE PERMIT/CHAMBER OF COMMERCE/CAR SHOW – The deposit has been paid. Councilman Jeffries made the 1 st motion to approve the permit. Councilman Winther made the 2 nd motion. There was a short discussion about trash clean up and dumpster use. No further discussion. The motion BANNER PERMIT/CHAMBER OF COMMERCE/CAR SHOW – Councilman Jeffries made the 1 st motion to allow the car show banner to be hung across State St., the south end of town. Councilman Bland made the 2 nd motion. There was no further discussion. The motion passed.

GATEWAY WEST UPDATE – none

PLANNING AND ZONING/NEW ZONING MAP – Bud Huntley, Chairman of Hagerman Planning and Zoning was present. P and Z had a public hearing on 04-19- 2016 for questions, comments and concerns regarding the proposed zoning map. Bud will present their findings at a council meeting in the near future. A resolution and an ordinance will be necessary. All of the old maps will be rescinded and the new map will be put into effect. Bud recommended our city attorney help with preparing the resolution and ordinance. The map will change again when the property for the new wastewater facility land is purchased.

OLD BUSINESS

WASTEWATER FACILITY UPDATE – Mayor Weir may continue to seek interim financing, with a bank, if the funds are not released by the end of April. Region IV Development says the Army Corp. of Engineers funds is available. The City is waiting for the U.S.D.A. to release its funding.

WATER AND SEWER CONNECTIONS AMENDMENT/NEW CONSTRUCTION – Keep this topic on Old Business. The City is charging an adequate amount ($2,500.00 for water and $2,500.00 for sewer) to connect to City services. The wording on the connection application and the wording in the Code Book do not correspond. Justin will get a list of the actual parts costs and labor.

MAYOR’S COMMENTS – The gravel work on the roads turned out good.

PUBLIC COMMENT –
#1: Mr. Fritz Grabher is looking into building a new home on Main St. W. The property isn’t connected to City services at this time. He is exploring a City sewer connection or a percolation field. This topic will be put on the agenda for the next council meeting for discussion.
#2: Mrs. Tomie Knight had several questions regarding the sewer project – how many City hook-ups are there? How much growth does the City estimate for the future? What are the EPA requirements for discharging into the river? Has the DEQ application been turned in? (473 hook-ups @ $27.55 monthly. 25 estimated growth. Justin supplied the EPA paperwork to her. Mayor Weir will check with Region IV regarding permits applications).

ADJOURN – Councilman Jeffries made the 1 st motion to adjourn the meeting. Councilman Hauser made the 2 nd motion. There was no further discussion. The motion passed.
