CALL TO ORDER
PLEDGE OF ALLEGIANCE
ROLL CALL – Mayor Weir, Councilman Jeffries, Hauser, Bland and Winther present.

TREASURER’S REPORT –
TREASURER’S REPORT: The bills totaled $15,643.84. Councilman Jeffries made the 1st motion to pay the bills as read. Councilman Bland made the 2nd motion. There was no further discussion. The motion passed.
MINUTES FOR THE MEETING OF 03-16-2016: Councilman Jeffries made the 1st motion to approve the minutes as written. Councilman Hauser made the 2nd motion. There was no further discussion. The motion passed.
FIRE/QRU REPORT: Chief Tim Peterson was present. Report on file.
POLICE REPORT: Officer Kelby Cornett was present. Report on file.
LIBRARY REPORT: Librarian Geri Omohundro was present. She read her reports – petty cash, inventory, donations, patronage, computer usage and dues. Geri recommended Libby Scott to fill the empty spot on the library board. Councilman Hauser made the 1st motion to appoint Libby Scott to the Hagerman Library Board. Councilman Bland made the 2nd motion. There was no further discussion. The motion passed.
SUPERINTENDENT REPORT: Superintendent Justin Hulme was present. His report is on file. Justin also added: He drafted a contract for the gravel roads project. The project can possibly be completed within the next 2 weeks.
The water sample was good.
Last month the water usage was low.
Justin attended a Rural Water Conference.
Summer projects – Concrete and asphalt cutting jobs are coming up. The question was asked, should the City rent or purchase a concrete saw?
The part-time hire is available to begin work on May 1st.
NEW BUSINESS:
PEDDLER’S LICENSE: no show.
GATEWAY WEST TRANSMISSION LINE PROJECT: Kathy McKenzie was present to speak about this. The line will not be in the city limits or city impact zone. Citizens do have a choice about where the line will be located. An open house at the BLM office will be later in the month. The comment period closed June 9th.
CITY HALL FLOOR: The floor and exterior wall have cracked. Mayor Weir asked for permission to have someone come appraise the damage. Councilman Jeffries made the 1st motion to allow J-U-B to investigate the damage. Councilman Bland made the 2nd motion. There was no further discussion. The motion passed.
OLD BUSINESS:
WASTEWATER FACILITY UPDATE: Mark Holtzen J-U-B was present. Everything is on hold right now, everyone is waiting for the funds to be released.
WATER DAMAGE @ 160 BRUNEAU: A. Ray’s tort claim has been sent to Balanced Rock Insurance and ICRMP. The claim is pending.
TABLED: WATER METER AMENDMENT: The application for water and sewer connections currently in use does not match the City Code. The City has not been charging for the accessory materials necessary for a water connection and meter installation. Justin is going to draft an estimate of all of the accessory parts for an installation; including man hours and equipment usage. This discussion will continue at the next meeting.
MAYOR’S COMMENTS: Mayor Weir would like to move forward and continue the alley clean up, weather permitting. The Mayor asked attorney Phil Brown if a 2nd letter needs to be sent to the citizens the alleys impact. The 1st letter stated that the clean-up will proceed and the City will remove obstructions and fences. Phil stated, “the alleys are City property and the City can proceed to remove the fences and obstructions without sending another notice.”
