CALL TO ORDER

PLEDGE OF ALLEGIANCE

ROLL CALL – Present – Mayor Weir and Councilman Jeffries, Hauser, Bland and Winther.

AGENDA AMENDMENTS – Mayor Weir requested to add a Gooding Planning and Zoning request to the night’s agenda. Gooding P&Z has requested a Letter of Impact focusing on Valley Road W. Councilman Jeffries requested an agenda addition also. He was contacted by Matt Cottam about creating a  Hagerman City website. Councilman Hauser made the 1st motion to add these 2 items to the agenda. Councilman Jeffries made the 2nd motion. There was no further discussion. The motion passed.

TREASURER’S REPORT – The bills for 02-03-2016 totaled $17,176.01. The bills were read into the record. Councilman Winther made the 1st motion to pay the bills as read. Councilman Jeffries made the 2nd motion. There was no further discussion. The motion passed.

MINUTES FOR THE MEETING OF 01-20-2015 – Councilman Jeffries made the 1st motion to approve the minutes as written. Councilman Bland made the 2nd motion. There was no further discussion. The motion passed.

FIRE/QRU REPORT – Chief Tim Peterson was present. His report is on file.

POLICE REPORT – Officer Kelby Cornett was present. His report is on file. Officer Cornett will present a report to the Hagerman School District meeting Feb. 8th. A new traffic pattern is under discussion for the school buses to enhance safety for student drop-off and pick-up.

SUPERINTENDENT REPORT – Superintendent Justin Hulme was present. His report is on file. A citizen has expressed concern about ground water seeping into the crawlspace under her home. It was discussed that a French drain, with gravel, may help ease the problem. The seeping water is not from a city source, it is a naturally occurring problem. Justin will check on the costs for a drain to be installed. Councilman Bland made the 1st motion to TABLE this discussion until the next meeting. Councilman Jeffries made the 2nd motion. There was no further discussion. The motion passed.

Justin will be attending water/sewer classes in March. Justin, with Officer Cornett, picked signage for the school bus safety changes. Justin asked the council’s opinion as to whether to place 1 sign between lanes or place a stop sign on each side of the road. The majority opinion is that it will be more effective to use 2 signs. Justin is creating new Park Use Forms. Justin has not yet received the bids for gravel to do the repairs to the city gravel roads. Winn and Co. have quoted a good price for asphalt work on the city asphalt roads.

NEW BUSINESS:

1. PASTOR TELLEZ REQUEST – In a conversation before the meeting Pastor Tellez asked the Mayor to request the city council change their meeting night. He was not present at this meeting to state his concerns.

2. HAGERMAN BIRD FESTIVAL – The Bird Festival is February 12 through the 14th. The cost is $80.00 for dinner and attendance at the events.

AGENDA AMENDMENTS:

1. GOODING PLANNING AND ZONING LETTER OF IMPACT REQUEST – Gooding P&Z has requested a letter from the city regarding Valley Road W. A property owner there is planning to go forward with annexation and creating a subdivision. The letter is to address the impact to Valley Road W. for when the project goes forward. There will be impact to road width, bridges, culverts, signage and traffic flow. Mayor Weir will take photos and draft a letter to Gooding P&Z.

2. CITY WEBSITE – Matt Cottam contacted Councilman Jeffries about his computer students creating a website for the city. There may be a small expense to buy a domain name. The city will have final approval of the site content. Councilman Jeffries made the 1st motion to give Mr. Cottam and his class permission to go forward with creating a website. Councilman Bland made the 2nd motion. There was no further discussion. The motion passed.

OLD BUSINESS:

WASTEWATER FACILITY UPDATE – The city currently caught up on all of the necessary forms, documents and signatures for the facility. Region IV Development and J-U-B will both attend the next meeting with any new information.

MAYOR’COMMENT – Attorney Phil Brown is doing research in regard to the annexation timeline for the wastewater facility land.

PUBLIC COMMENT – none

ADJOURN – Councilman Jeffries made the 1st motion to adjourn the meeting. Councilman Bland made the 2nd motion. There was no further discussion. The motion passed.
